Nov 13” circular datestamp on “Post Office Department, Official Business” imprint legal-size cover addressed to Penobscot Me., slightly reduced at top and right and with minor peripheral tears, stamp with crease and some perforation flaws FINE AND RARE. ONLY FOUR COVERS HAVE BEEN RECORDED WITH THE 15-CENT POST OFFICE DEPARTMENT. THIS IS ALSO BELIEVED TO BE THE EARLIEST USE. The 15c stamp pays the five-times 3c domestic rate.
