A RARE BISECTED USAGE OF THE 1895 4-CENT WATERMARKED BUREAU ISSUE, WHICH WAS APPARENTLY NECESSARY DUE TO A LACK OF ONE-CENT OR TWO-CENT STAMPS. ONLY TWO ARE KNOWN. The matching half of the same stamp is on the cover offered in lot 553. With 2003 A.P.S. and 2008 P.F. certificates. The former states that the usage was tolerated by the local postmaster, but the notation was probably written by the postmaster as the names are different.
