The Hayes census lists three 10c entires on Buff paper, but notes the example here “may be on manila paper”. After studying the paper and comparing it to the previous lot we agree it is on Manila. The other two Buff envelopes are: 1) Feb. 17 (1847) to Mr. Isaac Dillon, Zalesville O., ex Caspary, Lilly, Horner, Weill, Hill and Berlin, and 2) Mar. 1 (1847), to Thomas B. ONE OF ONLY TWO RECORDED EXAMPLES OF THE BALTIMORE, MARYLAND, 10-CENT BLACK PROVISIONAL STAMP ON BLUISH PAPER. AN IMPORTANT CLASSIC UNITED STATES RARITY. The earliest discoveries of the Baltimore 10c provisional adhesive stamp were made in 1895 and 1896-97. Based on reports published by various writers, it appears that the 10c on Bluish paper offered here, which is tied on piece and repaired (3X4-PCE-02), was the first 10c denominated Baltimore adhesive found. It was discovered in 1895 by Dr. Arlo Bates and sold to W. Elliot Woodward, an early dealer in coins and stamps. Woodward offered the stamp at auction on March 11, 1896, but it failed to reach the reserve price of $1,500 (L. N. Williams, Encyclopaedia of Rare and Famous Stamps: The Biographies, page 174). Sometime after the 1896 auction, the piece was sold to the New England Stamp Company, and it was presumably sold by them to Henry J. Duveen. After Duveen died in December 1919, the estate consigned the United States collection to Charles J. Phillips for private sale in 1922. The Baltimore 10c piece was listed by Phillips as one of the rarities in the Duveen collection. The Williams book reports that Arthur Hind acquired all of the Duveen United States material, but this piece was not in the 1933 Hind sale (the 10c on White and on Bluish were each represented by full covers in the Hind collection). Based on the year of sale (1922), it is far more likely that the piece was acquired by Henry G. Lapham, who displayed it at the Collectors Club of New York on April 4, 1928, along with the Baltimore 10c on White cover recently sold in our auction of the Frelinghuysen collection. When Lapham’s collection was sold privately by Warren H. Colson, after Lapham’s death in 1939, the 10c on Bluish was not sold to Frelinghuysen, but neither was it in the Colson stock when he died in 1963, as reported by John R. Boker Jr. (Warren H. Colson of Boston — His Stamps, With Extensive Notes on the Henry G. Lapham Collections and ‘Asides’ About Alfred H. Caspary,” 1989 Congress Book). It does not appear again until the sale of the T. Cullen Davis collection of Postmasters’ Provisionals (Part II, Siegel Sale 278, November 19, 1964, lot 8). It was acquired by Dr. Laurence and Muriel Hayes, and was later sold in the 1977 Rarities sale. Aug. 25” circular datestamp and matching “Paid” and “5” in rectangular frame VERY FINE AND REMARKABLY FRESH. ONE OF SIX RECORDED EXAMPLES OF THE ALEXANDRIA POSTMASTER’S PROVISIONAL ON BUFF PAPER, OF WHICH ONLY THREE ARE ON COMPLETE COVERS — THIS IS THE ONLY TYPE I KNOWN ON A COMPLETE COVER. AN OUTSTANDING AND WORLD-RECOGNIZED PHILATELIC RARITY. Alexandria, a major port city, was ceded to the District of Columbia in 1791. On July 6, 1846, the United States Congress voted to cede Alexandria back to Virginia. In September 1846 the issue was put up for a vote by the white male citizens of Alexandria County (insane persons and paupers excluded), and they voted 763 to 222 in favor of recession. However, it was not until March 1847 that the Virginia General Assembly enacted the recession. A noteworthy aspect of this Alexandria cover is the letter, which refers to the September vote on the question of Alexandria’s status. It reads (in part): “What do the folks in Frederick County say about retrocession? There is a good deal of talk about it here. The commissioners have appointed the first and second days of next month to take the vote … a stranger to whom she had been introduced told her he hoped she would persuade the Alexandrians to go back to Virginia. I think the country people will mostly vote against it and the town people mostly for it.” The Alexandria post office, with Daniel Bryan as postmaster, was most definitely part of the District of Columbia when the provisional stamps were used before March 1847. In the case of this August 1846 cover, we have used the proper designation, despite the Scott Catalogue listing. The cover offered here was discovered in 1926 by Edward S. Leadbeater of Alexandria while he was visiting relatives in Parkins’ Mills. The letters were addressed to his father of the same name. The cover was sold to Perry Fuller, a Baltimore dealer, for approximately $7,000. It was then sold to Henry G. Lapham and became part of the great Lapham collection of postmasters’ provisionals. The cover was later acquired by Consul Klep Van Velthoven of Belgium and realized $5,250 when the Klep collection was sold at auction in 1956. The Leadbeater cover next appeared at auction when our firm sold the “Texas” collection of U.S. postmasters’ provisionals in 1964, in which sale it realized $9,000. It was sold again through the Siegel firm in 1986 at the auction sale of the “Isleham” collection, where it realized $77,000, more than 2.5 times its then current catalogue value of $30,000. 1847, 10¢ black (Scott 2), vertical pair, gorgeous light red cancellations, exceedingly fresh and choice example of this extremely elusive vertical pair with breathtaking brilliant color, margins a bit tight to touching along the left side, otherwise a remarkable pair with gorgeous color; some faint manuscript offset on reverse mostly confined to the bottom stamp is of little consequence and isn’t mentioned on the accompanying certificate, otherwise Fine to Very Fine, clear 1980 P.F. certificate. They could be exchanged for the new issue, but once the exchange period ended, the stamps would have no postage value.
