(mis-sent to Webster Groves, Mo.), docketed Jan 1, 1875; Very Fine and exceedingly rare. Scott price $6,000 on cover THIS IS THE FINEST OF ONLY THREE 10¢ AGRICULTURE USAGES RECORDED; ALL THREE ARE AGRICULTUE DEPARTMENT PACKAGE LABELS SIGNED BY WATTS. Frederick Watts was the first president of the Pennsylvania Agricultural Society (1851), a founder of the Farmers’ High School (now Penn State) and the U.S. Commissioner of Agriculture (1871-76). Illustrated in Alan Campbell’s “Usages of Department of Agirculture Official Stamps” in the U.S.P.C.S. Chronicle #194, May 2002.
