AN EXTREMELY RARE COMBINATION OF HIGH-VALUE 1895 BUREAU ISSUES TO PAY FOR A HEAVY REGISTERED PACKAGE TO FRANCE. At the standard U.P.U. rate of 5c (25 centimes) per half-ounce, the $1.95 postage on this large envelope indicates that it contained 19-1/2 ounces of material.
